Lewis & Clark County Solid Waste is managed by the City of Helena Solid Waste Division through an Interlocal Agreement established in 2015. Management is responsible for providing administrative oversight of the Scratch Gravel and Marysville District permitting process and administrative oversight and general management of the Lewis and Clark County Landfill, Marysville Transfer Site, and Augusta.

Unexpected Landfill Closures: Landfill closure can occur without notice due to adverse weather conditions or emergency situations. How to open a Landfill Account
Lewis & Clark County Landfill requires a completed landfill account application to dispose of construction/demolition debris and grass or chipped material. A copy of the account holder's driver's license/business license is required prior to being issued an account number and scale code.
Before submitting a landfill account application, please review the list below, to ensure the landfill meets your disposal needs:

If found dumping unauthorized material (household waste, Freon units, whole tires, etc.) the account will be fined $75.00 and $50.00/ton for the load and/or landfill account will be permanently closed.
Solid Waste Permits are not accepted: Solid Waste permits issued to City of Helena, Scratch Gravel and Marysville District residents are not accepted at the landfill. A landfill scale code, provided after the application process is complete, is required in order to weigh in and out of the facility.
Account holder responsibilities:
- Pay landfill statements within 30 days of issuance - refer to accounts receivable information below for details.
- Account holders are responsible for material/debris dumped on their account. Inform staff or others, hauling in on your account, of unacceptable or prohibited items.
- Follow posted speed limits and be mindful of landfill equipment operating in the area.
- Be courteous and respectful to landfill staff and other customers.
To apply for a landfill account
Fill out and return a Landfill Account Application. Applications can be submitted to E-mail, hand delivered to the landfill office located at 4075 Deal Ln., Helena MT or mailed to 3402 Cooney Dr., Helena MT 59602.
Accounts Receivable Policy
Payment can be made over the phone, using a debit or credit card, by calling the landfill at 406-457-8521, Monday-Friday 7:30 a.m. to 4:30 p.m. Fees will apply. Check or cash payments are accepted at the landfill office – 4075 Deal Ln. or County Public Works – 3402 Cooney Dr.
Lewis & Clark County Landfill has implemented the accounts receivable policy outlined below:

60 to 90 days: Customer will be mailed 3rd billing statement with a copy of the accounts receivable and collections policy. All landfill accounts: construction and demolition, compost and special waste associated with the customer will be deactivated for use and a $25.00 reactivation fee will be applied to the account with the past due amount.

90 days and over: If payment is not received within 90 days, the Lewis & Clark County Landfill may take one or more of the following actions, based upon the discretion of the Assistant Public Works Director as finance officer for the Public Works Department:
A security deposit of $125 will be required to reactivate landfill accounts 90 days past the initial payment due date. Security deposits will be refunded if account is closed, and remaining balances are paid in full.
Accounts with balances over $750 and six months past the initial payment due date may be turned over the Lewis & Clark County Attorney's office for collections purposes.
Accounts with balances under $750 and six months past the initial payment due date will be maintained by the Lewis & Clark County Landfill and may be turned over to the State of Montana or another entity for collections purposes.

All loads hauled into the landfill will be monitored through video surveillance at scale.
Scratch Gravel Solid Waste District/Marysville Sub-District
Scratch Gravel Solid Waste District includes residents living in the greater Helena Valley area, Canyon Creek, and Marysville. Marysville Solid Waste District, a Scratch Gravel Solid Waste sub-district, includes residents living within the Marysville and the Canyon Creek area.

Solid Waste Permit Information: The CURRENT Scratch Gravel and Marysville Solid Waste Permits are SILVER and effective for 2 years - July 1, 2024, through June 30, 2026. New permits will be mailed out on or before July 1, 2026, when the current permit is due to expire.

Scratch Gravel Solid Waste Permit beginning with the number "6" is accepted only at the City of Helena Transfer Station. Residents self-haul their waste to the City of Helena Transfer Station-1975 N. Benton Ave., Monday-Sunday 8:00 a.m. to 4:15 p.m.,406-447-8082.
Scratch Gravel permits are allotted 1.5 tons (3,000 lbs.), annually, per the annual solid waste assessment.
Marysville Solid Waste Permit
Marysville Solid Waste Annual Assessment
Marysville residents, owning property with constructed livable unit, pay an annual assessment on their tax bill for disposal of their solid waste. The annual assessment includes both the Scratch Gravel Solid Waste tax assessment and the Marysville Solid Waste tax assessment. The additional Marysville tax assessment provides Marysville residents sole use of the Marysville Transfer Site. The annual assessment does not include collection service.

Marysville Transfer Site - Marysville Permit Holders Only

Marysville permit holders are allowed to dispose of household waste, small loads of construction/demolition materials, and scrap metal recyclables. Freon units, mattresses/box springs, and whole tires must be taken to the City of Helena Transfer Station (information above) Fees may apply.
Marysville Solid Waste Permits are allotted 1.5 tons (3,000 lbs.), annually, per the annual solid waste assessment.
Scratch Gravel Solid Waste District Management Board
Lewis & Clark County and the City of Helena recycling operations are funded through a percentage of the solid waste annual assessment. Scratch Gravel and Marysville residents are offered a variety of recycling drop-off locations, to include outlying recycling convivence sites and the City of Helena Transfer Station. Acceptable recyclable commodities for each location and solid waste permit holder and non-permit holder guidelines are listed below.

Non-permit holders: Transfer Station fee will apply - minimum $6.00/up to 200 lbs. Cash/check/card required on outbound scale.

Transfer Site Rules & Regulations

Keep children and pets in your vehicle - their safety is your responsibility.

Stay clear from backhoe when in use! Keep vehicles and foot traffic away from backhoe while being operated. Please allow the attendant to finish the backhoe task and shut down the machine prior to approaching.

Help keep the Augusta community, roadways and the Transfer Site litter free - cover your load when traveling to the site and all garbage should be bagged and tied prior to being thrown in waste containers.

No dumping: Hazardous waste, CFC (Freon), Automotive Batteries, Paints, Solvents, etc. For detailed information please review Waste Accepted At Site.
Augusta Solid Waste Permit
All Augusta Solid Waste District property owners paying the Augusta Solid Waste assessment will receive a numbered permit associated with their property. The permits are designed to be hung from a rear-view mirror or stored in a vehicle compartment and will be valid for 2.5 years. Owners paying the solid waste assessment on more than one property will receive a permit for each property.
Renters can consult with their landlord on possible permit use or they can use the site as an out-of-district resident.
Out-of-district residents have the option to purchase a permit or pay-as-you-use the site for $15.00 per cubic yard. The permit price will be prorated based on purchase date.

Augusta Recyling Operation
Recycling container location: Augusta Transfer Station, 952 Sun Canyon Rd, Augusta.
Augusta permit holders are allowed full access to the Augusta recycling operation. Please have your permit visible when using the site. Non-permit customers will be charged fees, please reference Waste Clarification Sheet for detailed information and material rates.
Onsite Recycling Options
Help keep the Augusta recycling operation successful by following the specific commodity guidelines:
Not sure your item is accepted as recycling - please review the full list of acceptable and nonacceptable recyclable material on the Waste Clarification Sheet or speak with site attendant. Nonacceptable items can contaminate the entire commodity load causing the load to be rejected and needing to be disposed of in the landfill.
Cardboard - 40-yard container - boxes/cardboard material must be flattened.
- No packaging/plastics/Styrofoam/etc. Cardboard with plastic coating (cereal boxes, boxes with food debris/grease/etc.)
- Flattened boxes only: Although the container is compacted with the backhoe, whole boxes leave airspace which decreases the tonnage being hauled to recycle and increases the number of hauls resulting in higher haul fees.
