Public Meetings

Public input is sought through a number of meetings held by various Boards, Committees, and Commissions.

Board of County Commissioners

The Board of County Commissioners (BoCC) consists of three elected officials, each representing one of three Commission Districts.  The BoCC generally holds public meetings in Helena every Tuesday and Thursday, in Lincoln on the first Friday of each month, and in Augusta on the second Friday of each month, for consideration of a variety of planning-related items.

City-County Consolidated Planning Board

The City-County Consolidated Planning Board (PB) is a volunteer Board consisting of nine members, each serving a three-year term. The PB performs planning functions for both the City and County, and is the sole PB to serve either or both governmental entities. Duties of this Board are to ensure the promotion of public health, safety, morals, convenience, order, and the general welfare, and for the sake of efficiency and economy in the process of community development, the PB shall prepare a growth policy and serve in an advisory capacity to the local governing bodies establishing the PB. The nine-member Board shall consist of the following: two official members who reside outside of the City limits, but within Lewis & Clark County, two official members who reside within the jurisdictional area of the PB to be appointed by the BoCC, four official members who reside within the City limits to be appointed by the City Commission, and a ninth member to be selected by the Board of Supervisors of a conservation district provided for in 76-15-311, MCA. For County-related business, the PB generally holds public meetings on the third Tuesday of each month at 6:00 p.m. for consideration and recommendation of items to the BoCC.  These items may include: growth policies, zoning regulations, major subdivision review and any associated variances, subdivision regulations, parks requests when associated with a major subdivision, and conservation easements.

Board of Adjustment

The Board of Adjustment (BOA) is a volunteer Board consisting of five members appointed by the BoCC, each serving a two-year term.  The BOA generally holds public meetings on the first Wednesday of each month at 5:00 p.m. to consider the following Part 2 zoning-related items: Conditional Use Permits, zoning variances, and appeals to interpretations made by the Zoning Administrator.

Planning and Zoning Commission

The Planning and Zoning Commission (P&ZC) is a Board consisting of all three County Commissioners, the Clerk of District Court, the Treasurer/Clerk and Recorder, and two volunteer citizen members appointed by the BoCC, with each citizen-member serving a two-year term.  The P&ZC meets for consideration and recommendation of the following Part 1 zoning-related items on an as-needed basis: Conditional Use Permits, zoning variances, appeals to interpretations made by the Zoning Administrator, neighborhood plans, regulations, and map and text amendments.

City-County Consolidated Parks Board

The City-County Consolidated Parks Board (Parks Board) is a Board consisting of seven members, each serving a three-year term. The Board's mission is to promote investment in the development and maintenance of parks, recreation, trails, and open space, and serves in an advisory capacity to both the City and County Commissions in parks, recreation, and open lands matters. Parks Board members may serve two, three-year terms. Three members are appointed by the City, three are appointed by the County, and one is jointly-appointed representing the school district. The Parks Board generally meets on the first Wednesday of each month at 11:30 a.m.

Open Lands Citizens Advisory Committee

The Open Lands Citizens Advisory Committee (CAC) is a Board comprised of ten members, each serving a three-year term. The CAC generally holds a meeting on the first Tuesday of each month at 5:30 p.m. for consideration and recommendation of Open Lands application requests to the BoCC.
