Mission Statement

The mission of Lewis and Clark County Emergency Management is to protect lives, property, and the environment through preparedness, response, recovery, and mitigation planning and activities.

The Emergency Management Coordinator manages the county Emergency Operations Center at the Helena Regional Airport during emergencies.  

Western Montana Regional Hazard Mitigation Plan

The public comment period for the draft Western Montana Regional Hazard Mitigation Plan has ended; however, you can still view the draft plan through the links below. The plan would serve as a blueprint for coordinating and implementing hazard mitigation policies, programs, and projects across Western Monana including Lewis and Clark County.

Emergency Alert System

The Emergency Alert System is a digitized radio warning system used in Lewis and Clark, Jefferson, and Broadwater Counties. The system is designed to provide a 24-hour warning to the public for emergencies and disasters.

KCAP Radio Station (950 AM) is the primary station broadcasting emergency alerts. It has simulcast capability with other participating local stations: KCAP, KBLL, KHKR, KFBB-TV, KXLH-TV, and KTVH-TV.

Target Notification

The Lewis and Clark County Sheriff's Office, Helena Police Department, and 911 Dispatch Center use a target notification system to send emergency alerts, such as evacuation orders, to county residents in specific areas by telephone. The service automatically contacts land lines.
