Growth Policy
The Lewis and Clark County Growth Policy is a non-regulatory, long-range planning document that defines a shared vision for how Lewis and Clark County should grow, adapt, and thrive in the coming years. It guides decision-making around housing, economic development, infrastructure, natural resource protection, and land use. This Growth Policy is applicable to all areas of the County, with the exceptions of Helena and East Helena.
Following a two-year process to update the Growth Policy, the Lewis and Clark County Commission approved an updated Lewis and Clark County Growth Policy in July 2025. This update was a collaborative process shaped by extensive public input. Since early 2024, the County hosted nine open houses, held fifteen stakeholder meetings, and gathered feedback from both residents and a Technical Advisory Committee comprised of experts and community members. The accompanying Future Land Use Map illustrates the vision for the Growth Policy, identifying areas best suited for residential, commercial, agricultural, and conservation priorities.
