Request for Proposals - Wastewater Surveillance Laboratory Services

Notice is hereby given that the Board of County Commissioners of Lewis and Clark County, Montana are soliciting proposals for wastewater surveillance laboratory services.

Minority and women-owned businesses are encouraged to participate in this solicitation.

Copies of the detailed RFP, including a description of the minimum content of responses, the scope of services, and the criteria to be used in order to evaluate the proposals are available under the Related Information section of this page or by contacting Casey Hayes, Purchasing Officer, at chayes@lccountymt.gov. Proposals must be delivered to the Lewis and Clark County Commissioner’s Office, 316 N. Park Ave., Room 345 on or before 4:00 PM local time on April 29, 2024.

The County reserves the right to accept or reject any or all proposals, to add or delete items and/or quantities, to waive any irregularities and/or informalities in any proposal, to postpone the acceptance of the proposal and the award of contract for a period not to exceed 30 working days from the date of the receipt of proposals and to further advertise the RFP, and to make the award that is in the best interests of Lewis and Clark County. Lewis and Clark County may reject any proposal that is not within the County’s budget resources for this project or not in compliance with all prescribed proposal procedures and requirements. Lewis and Clark County may reject for good cause any and all proposals upon a finding of the County that it is in the public’s interest to do so. This project is subject to the availability of funds. The initial contract term and any renewal periods are subject to negotiation.

This solicitation is being offered in accordance with federal and state statutes governing procurement of professional services. Accordingly, Lewis and Clark County reserves the right to negotiate an agreement based on fair and reasonable compensation for the scope of work and services proposed. Proposals become the property of Lewis and Clark County. The County is not responsible for paying costs associated with preparing a proposal.
