A growth policy is a non-regulatory, long-range plan used to guide growth and development, identify policies and projects to influence character, and manage change to benefit residents. The Lewis and Clark County Growth Policy is applicable to all areas of the County, with the exceptions of Helena and East Helena, and includes the Lincoln Growth Policy, which is applicable to the Lincoln area only.
