The Commissioners of Lewis and Clark County, Montana (County) approved funding for the design and renovation of the Lewis and Clark County Detention Center (LCCDC). Work may also include miscellaneous renovation to the Law and Justice Building to accommodate county personnel relocating from the current detention facility. The County requires the services of a competent General Contractor/Construction Manager(s) (GC/CM), normally engaged in this profession and duly registered as a Construction Contractor in the State of Montana, to provide GC/CM services as an alternative delivery process, specifically for the Lewis and Clark County Detention Center Renovation at 221 Breckenridge, Helena, Montana.

Time is of the essence, as the Project shall be fully complete and ready for occupancy by no later than the fall of 2019.


This RFQ is the first of a multi-part selection process. In order to qualify for further consideration, Responders must comply with the mandatory requirements provided within this request. Statements of Qualifications (SOQ’s) that do not contain the required documentation will be deemed nonresponsive to this RFQ requirement and will be rejected on that basis. Only firms that satisfy the required qualifications as determined by the County selection committee will be invited to submit on the subsequent “Request for Proposal” (RFP).

Candidates must submit their SOQ’s to: Lewis and Clark County Commissioners, 316 N. Park Avenue, Room 345, Helena, MT 59623 by 4:00 p.m. (MST) on Tuesday, July 17, 2018. The SOQ must be in a sealed envelope, and marked on the outside “SOQ for Detention Center GC/CM”. Legibility, clarity, and completeness of the SOQ are essential.
